Atonement vouchers are only usable on classes under, I believe, level 30. They remove all experience and talent point debt you get upon death. If you try to level up with this debt, portions of the experience/tp gained goes toward lowering this debt, reducing how much your character gains. If you die a lot, yes they are useful.
