Where is Jess Hays?

I can't find Jess Hays. I have been searching for over 1 hour now. Where is he/she? Can someone please help?

If my memory serves me correctly that's the guy you donate gold to open Hall of Earth. So, if it's already open in your sever, he won't be around until HoE closes.

It closes with maint usually. But its currently broken so doesn't actually close.
