Jess Hays not in usual position in Varanas

I need to finish the Ancient Secret Book quest and the other NPC I need to talk to is Jess Hays. The map shows the NPC location, but Hays is not at the requested location. I know this NPC is tied to the Hall of Earth global server instance and that he should reappear when this instance closes, but it never does seem to close, I have logged on at different times of the day and the night and the Hall of Earth instance always seems to be open. Anything I can do to fix this?

Gameforge ROM team seem to rotate it each maint. One week closed one week open, currently its open so check after next maint and you should be able to complete it.

Thanks, I will check forums, facebook, twitter to find out when when next maint is and will do the quest after next maint is over :)
