Runes of Magic US / AU

Need some help with obtaining some recipes. It is on all of my characters. For ex: My herbalism alt is legend level 100. He ("has") all the herbalism recipes up to and including 61 and level 81 and after. So he doesnt have what i'm looking for "thunderhoof grass recipes" (level 75?) which from what i've gathered in other posts would be located at NPC Gukesh in AKoR. When i talk to the npc it doesnt offer me any recipes.
This is also the case w/ my Mining & Woodcutting Chars. Any help or suggestions? Listing the qualifications of the chars below in case there may be something wrong with how its set up. I think i remember they changed how many or certain crafts you could learn a couple of years ago.

Herbalism Char (Level 54)
Herbalism - Lvl 100
Tailoring - Lvl 74
Planting - lvl 100

Mining Char (Level 80)
Mining - Level 100
Carpentry - Level 75
Planting - Level 100

Woodcutting Char (Level 95)
Woodcutting - Level 100
Herbalism - Level 60
Mining - Level 40
Alchemy - Level 75
Carpentry - Level 40
Blacksmithing - Level 20
Planting - Level 100
