Why is the Windmill closed??

I tried to enter the Windmill and it says zone closed, why? I was going to farm the mats to make low level items like I used to, but the zone has been closed????

you need an item droped by a mob named golo in the nearby cav.e to enter windmill

No, already got the stone made by uncle whoever, but when you try and enter it says the zone is closed.
