I feel that something needs to be done about questing and being Red. Sure, the player chose to go red, but that should not eliminate the chance for that player to progress in the game.
I have mentioned before possibly changing the guards KOS to players under the criminal OR hunter status, thereby creating a fair environment for both sides of PvP players. This could be exploited as players would get killed at the AH more easily, but honestly, it's fairly easy to do under the current system anyways.
Furthering this, the guards damage rate could be altered depending on whether the player is simply red, or is under criminal status. This would still give whites the advantage overall with guard placement but would make it easier for reds to avoid guards when questing. For example, a red player not currently a criminal would die in ten guard hits, whereas a criminal red would die within the usual three.
Possibly some sort of "Questing card" could be introduced to allow reds to pass beyond guards, but render them unable to PvP (i.e. attack other players) for 24 hours or something. This would allow reds to quest/use the AH, but still be able to run around and attack other players when this questing period ends. Again, this could be exploited, but with a reasonably lengthy questing period exploiting this may not be worthwhile for PK'ers.
