As the Title says,
"Chain of Light" is pretty useless for a Priest. For one, Priest's don't get a Light Damage Skill like you do with your
"Prayer" skill that enhances your Water Damage. The Damage you get out of it is very minimal and non-appealing to even consider taking it past +50. It's a 4 second long channel spell with a range of 217. If you move while casting or finish channeling the skill, it stops and goes on cooldown for 6 seconds. So yeah, very unappealing.
Now lets stop to think, whats the first thing you think of when you think
"Chain.."? Personally, I think
being tied down, being held back/limiting movement. So why not add an effect to Chain of Light with either a
Snare or a
Slow (Very much like
Ice Fog) for the length of the channel.
and also, being that it's a magical skill based of light energy, how about adding a -[x]% Healing Bonus debuff on the target that's being channeled Meaning, the person being targeted will have reduced heals from a friendly casting heals or self heals from the target itself. So in the End, here's the result of my suggestion as to revamping this skill (also modifying numbers)
Chain of Light(+50)
Range: 217 | Cooldown: 20 sec(s) | Cast Time: 4 [or 6?] Seconds
Continually Deals
480 Light Damage to the target and [
Slows/Snares?] the target, Also
Reduces Healing on the target by [
32.5%] while Chain of Light's is Channeling.
Healing % = +.65% per skill lvl | lvl 25 = 16.25% , lvl 50 = 32.5%, lvl 75 = 45.5%, lvl 82 = 53.3% (if your too lazy for a calculator)

note: if considering a Snare, that only means they can't move, much like shadow grab. The target would still be able to cast abilities.
Also Long Cooldown so it's not crazily overused/spammed
So you ask, Why would i use this even now? or When would be a good time to use this? Well, that's all up for you to decide. As a priest, one of your main jobs is healing, whether it be pve or pvp. It would be good for if you find yourself ahead of your DPS in Siege War and you see someone coming towards you, front lines is a bad place to be for a healer to be. Imagine casting Chain of Lights (at max range presummingly) to let your dps catch up to you, you've done some (minimal) dmg and you nulify any healing effects that may be casted on him in the meantime. Or you find yourself in a epic group fight and you're team is having a bit of trouble dealing with a Warrior, Knight, or Warden (tank), that also has several healers on him, that's slowly killing your guildies. Cast Chain of Lights (Yes, you're risking the chance of being able to heal your team, but thats a chance you choose to take). So you'd be giving Priests an even more of a "Support" type of feeling to their skillset. For PVE, you can use this ability to lock down targets for 6 seconds while your dps pounds on them pretty much.
