Jade treasure keys

Why not have the Jade treasure keys all the time in the item shop? a lot of people still have a lot of the jade chests to open, why not have them year round in item shop?? or is that part of the master plan how to make more money? once a year and that is it?

Talk about a way to make money with an item.
