+1 for a permanent TP/XP boost for quests and mobs.
Imho the trouble with getting TP is really prohibitive for both: new players and new toons of old players. This really restricts possibility of trying out a new class combo (esp. one not available for your "old" race). It's really disappointing: you start a new toon, spend a lot of time to level it, and even if you invest in gear you know you will suck forever.
Even with extra TP from quests/mobs, "old" toons will be better off due to zodiacs, new title system, permanent backpacks, unique pets, leveled mirror-world pets, ISS skills and so on. You would still need to put a lot of effort to really feel comfortable in raids with old players. But one gap - the TP gap - could be bridged by a permanent increase of TP (oh well - and XP, who cares

) from mobs and quests.
Old toons started out as new toons; new toons become old toons over time. Not sure I understand your point.
When on a new toon you get TP current toons have, they will have much more meanwhile. As a new toon you will always stay behind.
Not fair, 'cause "we had to do this the hard way"? Well, then the question is if you want to play on a fair but deserted server, or have fun in raids with new toons that people will try out instead of leaving.
