I completely agree that the cost needs to be reduced. Maybe not to as low as you're suggesting, but the cost of 17-20 should NOT be SIX TIMES the cost of 0-16. I worked out the numbers and I think I did the math right.
Lets assume you buy $100 worth of diamonds. That will get you 3,335 on a regular purchase, and 8,009 on a 140% sale. This makes 1 dollar worth 33 diamonds regularly and worth 80 diamonds on a 140% sale. An individual diamond is worth $0.03 and $0.0125 respectively. I did some minor rounding, but here's the breakdown of the cost when it comes to upgrading weapons/armor. Strap in b/c this is gonna be a lot of numbers. Also, I did say that I think I did the math right, but I am subject to making mistakes so if you find one, point it out and I will correct it.
NOTE: These numbers assume the best case scenario and do not take fails into account. If you're interested in finding out how much money you lose when you fail, I'll post how to find it at the bottom.

If we add up the costs to enhance your weapon from 0-16, it would cost 417 Diamonds which translates to $12.62 at regular price or $5.22 on a 140% sale. Compare that to the cost to go from 17-20 and you can see the huge gap. A $12.62 cost to enhance your weapon to 16 isn't a bad deal, but it should NOT cost $72.61 just to enhance it 4 more times. It's nearly 6x the cost (5.75x Regular / 5.3x 140% rate) And here's the reason why.

This shows the flow on how much more expensive completing each jewel tier is in relation to its previous tier. Going from 7-12 is roughly three times as expensive, diamond wise, than it's predecessor tier 1-6. The trend follows when comparing 13-16 back to 7-12. But hang on.... who thought it was a good idea to break this trend and make 17-20's nearly EIGHT TIMES as expensive as the previous tier.... Armor is even more with a final multiplier of 8.8x.
Look, I know that people are happy that the wheel is gone. I've heard people say that they've sunk thousands of diamonds into the wheel only to get 1 jewel. People say that b/c of this, the 599 diamond cost per jewel is "fair," or "good." I don't buy this for a minute. Just because some people were (stupid/gullible/hardcore/tenacious/insert adjective here) enough to gamble away thousands of diamonds doesn't justify an insane cost that we all have to pay if we want +20. Maybe after seeing these numbers, it'll open their eyes.
They should have kept the flow consistent at 3.3x which would have made +20's ~250 Diamonds Per Jewel. This would bring the cost of 17-20 down to $30.30 at regular price / $12.50 on a 140% sale. A fair price imo.

While the armor cost flow isn't as consistent as the weapon flow, the final jump to +20's are still exponentially larger than the +16's. This is outrageous. I haven't worked the accessory numbers but I'm sure they're just as crazy. Again, they could have been more fair with that final jump and made it 2x instead of 8.8x. That would make 17-20 cost 90 dias per jewel. Real $$$ cost would be lowered to $10.90 Reg / $4.50 on 140%. I know this sounds cheap, but they're armor jewels so considering that you'll have to do to this to seven pieces, I think this is a fair price.
I hope I'm not overstepping any forum rule by posting this information, nor with what I'm about to say. Ahem... We can kick and scream here on the forums all we want. We can send in tickets with negative feedback about the current prices. BUT I'm willing to bet that nothing will be done as long as people continue to buy them. So to those seeking to +20 their gear, is it too much to ask ya'll to set aside your epeen's for now and take a stand by not buying these overprices jewels. I think that they'd reconsider the price if no one bought them while simultaneously voicing our opinion on them.
In fact, I think that this is the reason that the wheel was scrapped. People gambled the wheel and got +20's, and once they were satisfied, they stopped using it. Those of us saw through the wheel of misfortune didn't buy at all. Eventually, there were so few people using the wheel that it just wasn't profitable anymore so they brought +20's into the IS as a permanent item. This shows that they will make changes if their not profiting If no one buys these overpriced +20's, they may lower the cost to something more reasonable.
How To Calculate $$$ lost if a jewel fails:
A = Real Life $$$ Cost of your choosing
B = # of Jewels in that tier
2 * (A/B) = X
EX: Cost Per fail of a +20 weapon Jewel on a 140% sale?
2*(29.95/4) = $14.97 lost per fail. <---- This is why we don't like something we paid for fail, let alone lower the enhance resulting in 2 being wasted.

EDIT: Actually, accessory jewels aren't worth doing. Their pricing is identical to the armor jewels with the only exception being that the +20's are 100 dias less. So that's a 400 diamond savings.
