Launcher Won't Open, Error Message Pops Up?

The launcher won't open, When i try to open it an error pors up saying

Download http://rom-eneu-patch.runewaker.com/patch/:80 version.txt fail!!

And when I hit OK, it says:

Version
Can't download version.txt
Connection error, please check your network or firewall settings.

I have read almost all of the threads regarding this same error. None of the solutions posted worked,

I triple checked my router and firewall
I restarted my computer (12 times)
It has been 5 days so its not a matter of waiting
I used to play this game fine.
etc etc

Some people tell me to download the patch. But I do not know which patch is patch 80. The patches are all something like 4.0.2.2440

I recall you previously saying that your firewall asked you about Runes of Magic, whether to allow or deny access, and you selected deny. I also recall telling you that you need to instruct your firewall to allow access to specific RoM executable programs. The error message you're receiving--Connection error, please check your network or firewall settings--shows this to be the case.

The problem is on your end, not ours.
