Blurry text is pretty much always an antialiasing issue with ATI cards. Switch that off (if you can find the option in catalyst) and your problems will float away in a painless dream of electric sheep.

If changing the anti-aliasing setting doesn't work, you can try changing mip mapping 1 bar above the minimum. I change the Mip mapping setting to the lowest to try reduce FPS lag in instances and my text looks like yours.

There's a setting in the ati control panel to turn off the catalyst AI, that will help.
I always set everything to application controlled and have very good graphics.
Leaving it on makes textures blurry, players and some mobs have ghostly outlines, and trees that are nearly transparent
I did some experimenting with other games, and decided to uninstall ccc completely, the only thing I miss is the hot key to adjust brightness when night falls in the game

I've seen this problem on a friends computer running an ATI card & fixed it by updating Catalyst Control Centre with the complete update (the one containing the .net framework updates). I believe the problem has something to do with CCC not having the full dotnet update or possibly a borked dotnet install.
