Unfortunately, the link you posted is for rather old installation files, which shouldn't be used for a new game installation. I strongly recommend using the currently-available Chapter V installation files, rather than older files.
And perhaps, despite your fresh Windows installation, the problem is on your end. If you're consistently having installation issues due to corrupted files, you probably have a connection issue.
Are you using a notebook computer and a wireless connection? If so, try using a wired connection instead, if at all possible. It's more reliable, faster, and you won't have as many packet drops that can cause file corruption.
If you're using a wired connection, you might want to restart your router or residential gateway. If you've already done this, it may be time to call your local ISP and have them run remote tests for you. They may find something. And, if necessary, you can schedule a tech to come to your location and run signal tests on your coax cabling. Coax can deteriorate over time, as can line splitters, and unterminated cable drops that aren't being used can "leak", causing signal strength to drop which can, again, cause file corruption.
