Go to your runes of magic folder in your documents folder that has all of your toon names in it, and delete the file for the character that it's screwed up on. The game will automatically create a new one. That's always worked for me before when I've had this issue.

Given it's happening on one character only, Borella's solution could very well clear up the issue. The downside of this will be the reset of your action bars.

However, if this doesn't fix the issue, try making a ticket at support and ask them to move your character.

In my experience it's never actually reset my action bars, but that might be because I have server save? It's possible that that might happen, but hopefully you would have screenshots of your character that are fairly recent and have your setup.
