1vs1 battlefield not matching me?

I keep getting the quest for complete a 1vs1 battlefield fight. I get this quest from the title trainer. I am levels 82/85/65 depending on class and none of them can get matches. I know that a level 95 can get a match easy so it does work. I tried a guildy 3 levels lower and even he would not get a match with me or anyone. How close in level do I have to be to complete this quest?

The Arena brackets are in stretches of 10 levels after level 29. They go: 1-29, 30-39, 40-49, 50-59, 60-69, 70-79, 80-89, and 90-99.
