Zone is not open: Land of Malevolence

I cannot snoop to the Land of Malevolence, Kampel Town.

I have tried from both the Thunderhoof Hills Snoop and the Limo Desert Snoop. Both Snoops take my gold but tell me the zone is not open. So far any other zone I attempt to Snoop to works fine.

I also have the Forgotten Place marked in my Transport Book and it will not send me there either, though at least it does not take my Transport Stones.

I am on Mithras.
