Title: Mage/Druid - LVL 45 Elite Skill [Earth Attack] - Debuff not functioning properly
Description: When [Earth Pulse] hits a target, it place's a Debuff from the LVL 45 Elite Skill [Earth Attack]. Debuff seems to be activating on target correctly, BUT instead of increasing subsequent earth damage applied to the target, it seems to do the opposite and cause a decrease... For Example, [Earth Pulse] hits 13k normally but after Debuff [Earth Attack] is placed on target hits only 11k
