Quest "Flame Messenger" will not complete

[B]Description:
The quest "Flame messenger" in the Ancient Kingdom of Rorzan does not complete, due to the end NPC being non-responsive. She will not talk to me. NPC is Katook. This quest has been bugged since the zone opened, months ago.
