Quest item not given "Dropped Love Letter"

Title: Quest item not given "Dropped Love Letter".

[B]Description: NPC Geris in Obsidion Stronghold does not give a quest item called "Dropped Love Letter". I cannot continue that questline without it, and there is no other way to get that item.
