Item Shop Runes

Can we please for once get low grade runes in the item shop at high tiers.

Every time Frogster has an item sell we only get the higher rank ones, but they bypass a specific rune combination I want because they can't be merged up.

So please put Rank 1 Runes at high tiers (VIII +) on sale, and make them at reasonable price for us to merge to the Rank we want to get the rune we want instead of just a select few.

Seriously why wasn't this implemented this way in the first place I'd looooooove to hear a reason....
