Simple answer..no. Once they are bought, they are bound to the toon they were purchased for.
That said, in the future if you want to purchase Cash Shop items for that toon, you can always gift them from the one toon to the other.

I was able to transfer items in the past using frogster's support system....are you guys sure you can't xfer items anymore? I switched my flying rune disk over when I first started playing

Since EU has taken over, they have put a stop to that. No one is sure if they are going to bring it back.
There is a post by one of the CM's somewhere stating it, but with the new forums, I can't seem to find it doing a search.

I'll be happy to supply a clarification:

In the past, we offered to transfer permanent mounts, wings, and diamonds between toons or accounts held by the same person. This policy was suspended a couple of months ago, pending review.

However...we can transfer a newly-purchased diamond package that was purchased for the wrong account or server. The limitations on this are:

1. The diamonds purchased must be unspent--the entire package total, including any bonus diamonds, must be intact.
2. The transfer request (ticket to Support) must be made within seven (7) days of purchasing the diamond package.

Please note that Rubies which were awarded for previous Diamond Shop purchases can not be transferred.
