I think it has to do with EU privacy laws that prevents Frogster from revealing the name, home address, email, citizen number, taxpayer number, and date of birth of the cheaters. Aliases owned by Frogster are not covered by that law, but Frogster does not seem to know that.

Oh, wait, this is the US. EU law does not apply.

Reports of possible rule violations by players always have to go to support. No-one on forum can verify a report or clarify any false accusations you give here. Thus it can only lead to flames and fights and is qualified as naming and shaming.
