This whole game is designed around getting us to spend money. Transport runes because snoops take forever and crash the hell out of everyone. Instances so hard you can't do them unless you spend money to gear. Hell even the new zones like TB have mobs so hard that they're difficult as hell for anyone not geared at least a little bit.

AngelIsrafel is essentially correct. A portal rune (1-way or 2-way) or an Elf calling his/her spouse to Elven Island are the only ways that a Human can get there, initially. After opening the Snoop connection by the airship platform, he/she can travel to EI whenever the mood strikes.
