The only place you can pick up elite skills for dwarves is in Rorazan. Which is why the elite skill trainers in heffner and varanas tell you they cannot understand your class because you are dwarven. And when you reach 15/15 you receive a mail telling you where you need to go in the first place.

And you are correct, none of the elite skills require training certificates.


You can also get the elite skills in Heffner. Notice that close to that regular Elite Skills NPC, stands a Dwarven NPC. Worked for my alt. :) And yeah, he doesnt require/consume any certificates.
