Public Quest "Tired Guard" is Bug?

easy to make justice energy in 5mins,only need 1 peopel can do it, so ~ it's bug?
come on~everyone!! It's time to farm justice Energy !!
only need use daily-note(addon) and your mouse(right click),can change stats 126 for every 2 hours !!
