If you are asking shot to be spammable, I don't think you are a decent scout. Scouts shouldn't be on par with rogues or warriors since they are in the safe habitable distance away from the bosses. With this in mind, our scouts are amazing pve players with amazing dps.

I agree that scouts are range Dps, we are always attacking at a safer range , but the Dps output should not have too big a different between scout vs rogue vs warrior.
Shot need more attacking power, but it should never be spammable again. I do not want to go back to chapter 3 again.

Bleeding, I totally agree, chapt 3 scout damage calculation was a total disaster , runewaker should have fixed that issue rather than just thrown a nerf on scouts, apparently they can't do it then, I doubt they could do it now .
So minor increase to the skill damage of scouts skill should make them more competitive in pve and not falling too back behind Rogues and warriors.
But currently my main concern is the ability of detection .
I do not know whether you would agree but I seriously feel that hide of rogue class is a very big advantage in siege. Scout detection is a counter measure for that. But as I say in the previous posts, detection is not effective as it should be with the current detecting range, adjustment should be make to detection to make it actually serve its purpose in siege.
