Yup, and the damage is poor too. It's half of any of my other attacks. It says 'causing 60 ranged weapon dps', which I think makes it a fixed number, not a % like other skills. The healing bonus is kinda handy, but ignorable since it's less than standard pots and affected by magical damage/healing bonuses.

The skill was changed in patch 5.0.1.
"Scout/Knight:
- Elite skill - Healing Shot: The main part of the skill description reads now: Fires one Shot at the target causing 60 ranged weapon DPS. When it hits, it will also heal the party member with the lowest maximum HP by 30 + 30 times (ranged weapon damage) "
So you have to target and attack an enemy for the healing bonus.
In addition to warden changes, the k/p skills elite skills were also broken with that patch (last I checked). The holy seal isn't a DoT and, like before the patch, Holy Fury and Holy Smite are still based on magical attack, not physical, so they are still unworthy of any rotation despite the changes.
