Please note that as of now, trading Zeevex cards for in-game gold is not allowed anymore and will lead to sanctions to your account if you are caught. Weapons/Chests are going for around 20-150mil (huge diff in price tag depending on item itself and dura) on Reni and that's the highest priced items (that's 2 pieces), other gear pieces in general go for anything between 10-50mil (the huge diff in price being the price tag for UD or OD pieces). Also not every gear slot (even as S/R or R/S who has the maximum gear slots of 17) calls for a ToSH item, accessories don't come from ToSH (that's another minus 5 pieces of gear that are '100mil each'), Wings are from Cash Shop (there's even 3k P.Token Wings available now). As for actually wearing ToSH HM gear drops, the minimum is 4 pieces for a set that has the set bonus, throw in the odd pair of pants or belt that isn't part of a set bonus that's another 2.
Your 'guestimate' of 17 pieces @ 100mil each resulting in 1.7billion gold to F2P endgame gear is .... well slightly off. Imo if your '100mil per piece' quote is based on pre-stated/plussed pieces; it's still 'rounded up' to too high a value.
New players aren't as knowledgeable on endgame gear prices and ambiguous quotes of what endgame gear will cost is just going to put new players off the game.

And how many rubies can you get from a whopping 15 dias a day? This was the only way for f2p players to get rubies. It would be a different story if they hadn't removed them completely from the phirius token shop, but...lol.
Yes, the diamond NPC will help for things like house energy that, without Zeevex, free-to-play players can't obtain, but it doesn't solve the issue of rubies. There are very few things in the cash shop that give a decent amount of rubies for the diamonds you have to spend, and the ones that do are not cheap.
If we had the pre-ch5 version of the cash shop still (at least in terms of rubies obtained), then I don't think Zeevex would be so much of an issue, but seeing as it's pretty crucial now for f2p players, taking this away is basically saying "buy 15 diamonds a day for 2 months and maybe then you can afford a single perfect weapon jewel." Ruby sellers are almost impossible to find now, just for the mere fact that no one has any...even those who buy diamonds themselves. Now they'll be even harder to find.

F2P is a rather loose term and is rather misleading in my opinion. Yes you can play this game free of any charge but you will be stuck at level 55 or maybe 60. I say this becaue you can do DoD/HoS and such with Dirty 2/4 statting but that's about it. None of the hard mode instances can be done at this point even with the highests stats from the Shell vendors because you can't plus items high enough without the CS/IS goodies and certain runes that can't be made.
