International credit card fee?

Haven't purchased dias in a long while, but did last +110% -- so maybe 2 weeks ago. Anyway, I don't care because the fee was only 40 cents (or I'd be posting in the "billing issues" forum). Did I somehow purchase from the EU website by mistake? Or is it normal for US diamond recharge page to show up on my bill as "Frogster London" and have an international credit card fee?

Also... I didn't think Frogster was in the picture anymore, kinda weird.
