While Laghmara did a great job with her response, I'd like to toss in a few comments of my own.
Settings not saving:
Presuming that you're using the 64-bit version of Windows 8, navigate to C:\Program Files(x86)\Runes of Magic, and find the file named "client.config.ini". Right click on it, select Properties from the context menu, and make sure that in the Attributes portion of the General tab that the file isn't marked (by Windows) as being read-only. If it is, click the checkbox until it shows blank, then click the Apply button and the Ok button.
Once you've done that, open the file with Notepad, and you'll see all of the video and audio settings listed, among other things.
The first section is video settings. Here's what mine looks like:

You can edit the values to your heart's content, but make sure that the values for fullscreen mode are
greater than those for windowed mode, and that the values are consistent with what your monitor will display. If you play in fullscreen mode, make sure that the value for windowed mode=0, not 1. I don't think that the quality value has any effect.
The next section, marked [ui], is irrelevant, unless you want to change the physical sizes of various components of the user interface. This should be done in-game, where you can see the results.
The section after that, [visual detail] needs to be adjusted while you're in-game, and the settings you choose will depend on the display capabilities of your video card or chipset.
The following section, [character detail], covers the in-game character sheet. This is for how detailed your character is shown when you access the character sheet with the "C" command. A value of 0 means less detail, a value of 1 means more detail.
The next section, [visual effects] can be edited safely. This is what mine looks like:

A value of 0 means the effect is turned off, a value of 1 means it's turned on. In my experience, leaving the effects turned off (value=0) provides for the best performance and reduces video lag in-game, to some extent.
The next section, [audio], is for sound and volume. Mine looks like this:

Caveat: My audio is set at, for the most part, max levels, but my in-game audio is also messed up. I blame an older version of TeamSpeak for this, and I have been unable to fix the issue. Edit these values outside of the game on your own responsibility!
The last section, [voice chat], can be left alone. It deals with the built-in voice chat, which has never worked particularly well, and it is defaulted to being turned off. I'd leave it that way.
Finally, done with the technical stuff!
Some suggestions for playing RoM, some of which probably match other games you've played:
1. Find and join a decent guild. Not only can your guildmates help you with your questing, but they can also provide valuable information on improving your character's gear and weapon(s). Some players may even provide you with modified gear they no longer need, either for free or at a good gold price. They can also give you tips and help with regards to modifying your own gear, which crafting skills can be the most useful for you, and so on.
2. In Aotulia Volcano, many of the mobs (the Nagas, especially) are elite mobs and can be really tough to deal with. Asking a guildmate or three to help you quest there can be a Very Good Thing. And, there are at least three or four instances in AV where you will need to party-up with others in order to complete quests and the instances themselves. AV is not alone in this, as instances in other zones usually require a party.
Also, and as confusing as AV can be to navigate through, there is a very important NPC located in Titan's Hill that you
will need to talk to--Mysterious Torrog. He is essential in getting you to the next zone, Thunderhoof Hills. Do
not forget to talk to him and do accept his quest.
3. RoM is a hugely varied and complex game, especially for a new player. Laghmara gave you some excellent suggestions on progressing your character. She's played the game almost as long as I have, and has probably generated more and more varied characters than I have.
I hope you decide to hang around and enjoy the game as much as I have enjoyed it.
