I would guess that the problem with the ticket is in how they are wording the problem so they are thinking the person wants the quest autocompleted. There was a quest in Dragonfang, that if i you threw away the crystals you could never get them again. I contacted support about it and put it in a very accurate way that they just sent me the items in my mail. That sounds like the same situation with this.
I dont know how they worded it but i was very careful to outline what i did, how the quest failed, and what exactly was required to fix it. Leaving out information doesnt help, as to it may seem confusing, especially if there is a language barrier in the support system.
I am not saying this is the case, but i did use a lot of "i dont want the quest finished, i just need a chance to loot the items again, the quest reset from the beginning or something like that" If they responded with "they cannot complete your quest"... then the message they got seemed (at face value) to be just wanting the quest finished.
