Half of Daily Quest Ticket did not happen?

The sale was announced [US] Happy Hour but the tickets did not go on sale. At least not on Artemis.

Experience V rune gasha is also missing from the sale.

I'm looking at my currently logged in toon's stack of 11 Daily Quest Tickets which say yes, they were on sale on Artemis.

Only time I buy them is when they are on sale and it's the first time I caught one for my toons on that server.

Dunno if there's supposed to be a Gasha for the Exp rune or not, but it is one of the possible bonus runes from the Loot Gasha.

I'm guessing this is what's supposed to be the case. The 'promo' listing it is probably just a copy-paste error from a previous promo. Unfortunately, the 'weekend' & 'time of year' means finding that out for certain will be near to impossible.
