I don't think severe/cold weather is to blame. If it was, then Alaska would be completely cut off from the world from September to April.
And while it's 5+ hours since flatblack's post, I managed to cycle through all the servers, including Palenque, and had no problems loading any of my toons. Ping was a nominal 62ms for me for all servers.

And late last night, I noticed ping times through Osha (single channel available) were from 109-125ms. "Normal" ping for me is 62-78ms. But there were no large spikes above those. I did notice many delays in skills and effects.
I have to agree with ycavan (shocking, I know) that part of the problem depends on the path(s) your connection and data packets take to and from Vaultnetworks in FL. Toss in things like high winds, snow, below freezing temps, and so on. And yes, a delayed maintenance. All that can explain some of the issues we've been having recently.
