Advice

At lvl 100 patch I would suggest full on merge for each country , international sw, international AH, international raid, and +20 jewel bundles. Also last but not least the new elites.
Any or all of these could make a major difference and set the bar.

Much as I'd really like to see this as well, I don't think it's all technically possible due to the Time Difference between EU and US and the fact that the servers are in different geographical locations.

First thing that would happen if they did merge with EU, it would take about a week for the German players before they could stop laughing at the gear people are using and crying it is so expensive to make hahahaha. Then their favorite quote would be : Oh you are US endgame? how cute LMAO.

All kidding apart i would love them to be able to do so 8)

At the very least they should merge all of the US servers together. Should've been done originally anyway.

Erebos+Mithras needs to happen, a huge majority of Mithras is physical DPS, while on Erebos, while there is still a majority physical, there is so many more magical players there, merging them would help balance the stats between the two greatly. A proof event could help with that also but you know...

... the only difference in gear between German and us is that they actually farmed 92 and 95 ini whereas us didn't (also the 98 now) the level of gear is exactly the same across all communities.
