Snowflake Festival?

Just wondering if anyone is aware of any updates on when the Snowflake Festival may be implemented? Last years began at the end of November iirc. If I had to guess I'd say it will be implemented next Tuesday(?) because they delayed this weeks maintenance. If anyone knows more about the subject or saw a post somewhere that I didn't see, please let me know. Thanks :D
