Question:Guild Building

The interface has 8 building bases.
But Building Bases are need 10. (Large Building Bases are 7 and Small bilding Bases are 3)
Where are 2 Building Bases?
Do I need to upgrade something?

If you upgrade outer walls you can have 4 more building slots.
