I think they did it once in the middle of the year, so sit tight. Also, considering the new Draco pet exchange, someone might want to remake water Zodiac pets.

No one is working that hard for Draco pets
Just something else that is going to be abandoned like:
Cenedril Pets
Reputation/Badge Titles

Too much work for so little of a return

That might explain the high prices for Draco cards. But I just recently got Chaos Mount in exchange for all newbie Draco pets (I got to keep the pets).
