Knights. Specifically, knight/priest, knight/mage.
Edit: actually both of those classes get a DoT as an elite skill. Granted, how good those elite skills are, or how good the DoTs for any class are a whole other matter entirely. Strictly speaking, every class combination in this game has atleast one DoT, the only way to have none is to be a knight with no secondary.
