S/R l R/S Elite skills, and offhand weapons

A:What are the benefits of wielding a off hand weapon ?
B:Elite skills:
I have searched in many places for elite skills info and i see that there are S/R elite skills and R/S elite skills.
I-Do you get both?
II-If you cant how is it determined which set of elites you get(R/S or S/R).
III-Which set is better.
IV-In the case that you get both sets, while you are playing S/R can yu use the R/S set and vice versa?

Elites skills work the same as primary only skills. You can obtain the S/R elite skills by turning in the elite skills certificate as a S/R, and then go switch to R/S and turn them in to get the R/S elite skills. You cannot, however, use R/S elite skills as a S/R or vice versa. They are primary only skills. Wielding an off hand weapon gives you an extra item you can stat, making you stronger.
