Shield Form?

For some reason, I can't get elite skills for my champion/rogue: the skill master in Yvrandis Hollows keeps telling me I need the shield form ability. However, my champion is now lvl 18 and still does not have the shield form ability; it does not even appear available in the skill set. Am I missing something? How/when do I get the shield form ability?
