In Siege War a lot of w/m's chose to use a shield rather a talisman, as the lack of a defense buff such as EA or briar can make you squishy, the shield helps with that.

They work. Wow, just noticed you said offhand shield. They're weapon only runes man.

Proc still goes off. Only exception is Mage/Scout (but they have other advantages).
I figured since they go on a tali, they'd go on a shield too lol
