Where would lvl 8s get leveled up

If you're human, you're still going to be in Howling Mountains for a few more levels...if elf you'll still be on the elven island. After that, both races will move to Silverspring/Varanas for about levels 10-20.

Or...you can port to the new Coast of Opportunity and level there. :)
