Torag Caravan Seagulls (Can't start it)

I seem to be missing out on a large number of Quests in TB, specifically the quest chain that is described here http://www.runesdatabase.com/quest/42447…aravan-seagulls and begins with the above (in Title) named quest.

Help please. :confused:

I figured it out...I had to go back to prior zones and complete other Quests first (Morrok Wallinder ones).
