Help Me Please.

I cannot get the quest "No Plan Left" to start the quest "Trap" in Weeping Coast. Biang doesn't even give the option to start it and I know I haven't done it, nor have I done "Trap" because I'm trying to get the title. I am lvl 54 on Artemis.
