Weeping coast-friend or foe?

Ok, I am stuck on this quest again, the first issue I was having I couldn't find the cave, but thanks to (dang forgot his name) helped me with that part. Now the second part is you put on the pirate costume and wait for the guy to show up, but he never does I ran around, went inside the cave and still nothing. any ideas?

Go inside the cave, use the camoflage. Then walk outside the cave and he should appear. Take your time walking out and give him a chance to show up :)

well it might be bugged I went in the cave put on the camoflage and walked out real slow and he didnt show up, I stayed there until the camoflage disappeared. so I will change channels and do it again..
