I believe it starts at the elven camp outside the desert observation post. One of the elven leaders gives you a quest called "Breakout" I think, involves protecting a wagon as it moves down the road. Completing that one gives you another quest to report to the leader of the camp at Fangors new camp (I think). Who gives you a series of quests that end with kill the hydra (Part of that series is talking to those two guys hiding behind that log).

The two guys(ben shiller) behind the rocks have a quest Light Hands and Feet, that requires sneaking in using a stealth device and walking near the hydra. Then is Inform the Captain by using the radio(looks like a shell) over by the log with 2 nagas. After this the kill hydra quest appears at the third npc, wesley dakirton.
If you have not done those quest or they are not available, there is a quest further back in the chain that is not done.

It's worth doing every quest in each zone at least once, so make sure to have done all the dailies too.
I can't be certain if this applies to Coast of Opportunity right now, but there are quests in other zones that appear after you do a certain daily.
I presume you've used the Quest Search feature of World Search? (press backspace)

The only zone I've seen that requires you to do some dailies to proceed with quests is in Tergothen Bay.
