The Unexpected - Magical Reconstruction - TB

Trying to do this quest and I can't get it to complete.

I speak with the Human King (What is he going to do...) and Safir appears. Safir and Sismond talk a bit and then it ends with the "the words last spoke by modareth hang in the air".

and everything resets, quest not completed.
