Actually some m/w can go up to cast a flame in something like .4 sec if i recon right. This is quite fast, and if you were attacking someone else or they popped immune, or wtv might happen, you're dead even before going back in hide/escape/vanish.

Idea of being a rogue is not being visible long enough to be seen. If a mage has enough time to cast all their speed buffs and get that flame off on you, means you were visible for a tad too long.
M/Wd is different. They have an instant buff and can cast flame as fast as they can click, ignoring the .5 rule.
Heck even fireball hits hard, i should really make a sw gear with only dex/mdef and bammmmm all p/s would cry lol.
