I just recently found some fish in Howling Mountains inside the backpacks that the Kobolds drop. From what I remember, they were not for any quest (so far as I haven't finished all Howling Mountain quests yet), I couldn't sell them to a vendor, and I have not seen them in any recipes. They did not look like any fish offered by cooking vendors either.

You can buy small fish at a cooking supply merchant. There is one in Varanas and other such areas.

Yep, Varanas East Side, very close to the teleporter, there are the cooking trainer and the Cooking Supplies vendor. The supplies vendor sells all the ingredients, like fish and fruits for most, if not all, the Cooking recipes. There are also cooking vendors dotted around the fields of some zones. For instance, there's one at the camp just north of the Bandit Camps in Silverspring.

But the main sources for Cooking Supplies remain Varanas and Obsidian. I usually made a decision on how much of my game time I was going to spend on resource gathering and crafting, then go craft in either Varanas or Obsidian until my harvesting resources ran out. I was always next to the Supply Vendor for the ingredients for my next recipes.

Have been wondering where I could get some fish.

So far I haven't found any fish on Elven Island, dropped by a particular mob yet. So I am assuming one can only get them in Varanas.

Its been noted for a while now that all crafting supply vendors are not present on the elven islands for some reason.
