New Level 60 Hero Cape (Tailoring Chest?)

Can't seem to find this recipe anywhere! The Hero Cape calls for 1 Fine Arcane Adept Tailoring Chest. Any idea where this recipe is?

i've reached crafting level 60 on a level 28 toon and i saw nothing in delanis. do you have to be a certain level on the toon? if so this is going to suck.
